Governor Jerry Brown’s alleged “reforms” to California’s Enterprise Zone program were recently added to Assembly Bill 103. If enacted, these changes would destroy the program, the state’s ability to attract and retain businesses and create significant barriers to a new job for those struggling with chronic unemployment.
